The program’s objective is to improve housing conditions in Tonga by building safe, resilient, and affordable homes that withstand environmental challenges. Targeting over 10 urban communities, it empowers families through training and community involvement, ensuring homes serve as foundations for a better future. The aim is to promote disaster-resilient construction, raise awareness, and foster dignity, safety, and stronger communities.

Project Background

In partnership with Live & Learn Tonga, Habitat for Humanity New Zealand is committed to improving housing conditions for families across Tonga. We work alongside communities in urban areas to build safe, resilient, and affordable homes that can withstand the challenges of the Pacific environment — from cyclones to economic hardship. Targeting more than 10 communities, our approach goes beyond construction: we empower families and their communities through trainings and community involvement, ensuring every home is a foundation for a better future. Whether it’s building new homes, upgrading existing shelters, raising awareness or promoting disaster-resilient construction, our goal is to help our people live with dignity, safety, and hope. Together we are upgrading and building and not just houses — but stronger and more resilient communities.

Our Work

PASSA TRAINING PASSA (Participatory Approach to Safe Shelter Awareness) is a community-based training program that helps people in our target communities identify and reduce shelter-related risks in their environment. Through group activities and local knowledge sharing, PASSA empowers communities — especially in disaster-prone areas — to design safer homes, strengthen resilience, and prepare for future hazards. BBS Training Build Back Safer (BBS) is a practical training approach that teaches communities how to rebuild stronger, safer homes after disasters. It focuses on simple, affordable construction techniques (of a transitional shelter) that improve a home's resilience to hazards like cyclones, earthquakes, and flooding. BBS empowers families and builders with knowledge to reduce future risks — ensuring that rebuilding after disaster also means building smarter and safer.
